This component allows an application to train a Machine Learning Collaborative Filtering algorithm on Outsystems sever, to recommend items to the user

The component uses the ML.NET Collaborative Filtering algorithm to train a Machine Learning algorithm in two ways:

Based on the user and other users ratings of item, recommends the user with a new item.
Based on items somehow connected (for example, bought together), recommends a new item on a selected item.

In the era of AI and machine learning. This is actually a brilliant effort at integrating ML.Net for more traditional machine learning. I believe for the simpler use cases, this will suffice without expensive infra or api. Great effort here.
